James is building a better Nevada for everyone.
Over the course of my service in the Nevada Legislature, first in the Assembly beginning in 2006 and now in the Senate since 2018, I have focused on improving the lives of Nevada families by expanding access to healthcare, protecting vulnerable children and adults, strengthening civil rights, preserving our public lands, and ensuring that every Nevadan has a voice in our democracy.
One of the accomplishments I am most proud of has been my work on behalf of autistic Nevadans and their families.
In 2009, I sponsored Assembly Bill 162, which required health insurance coverage for Applied Behavior Analysis (ABA) therapy for children on the autism spectrum. At the time, many families could not access this important, life-changing treatment because it was not covered by insurance. Building on that work, Senate Bill 96 in 2021 increased provider reimbursement rates and improved access to autism services throughout Nevada. Most recently, Senate Bill 380 in 2025 strengthened autism-related support by requiring in-person autism training for peace officers and expanding opportunities for supervised practice for behavior technicians, while Senate Bill 140 expanded juvenile court treatment programs to serve children with neurobehavioral disorders linked to prenatal substance exposure.
I have worked steadily to improve healthcare access and patient protections.
I’m especially proud of Assembly Bill 147 which, in 2013, strengthened breast cancer detection and prevention efforts, while Senate Bill 194 in 2023 expanded patient rights regarding step therapy protocols, helping ensure that insurance requirements do not unnecessarily delay medically appropriate treatment.
Protecting children has been a priority throughout my legislative career.
Assembly Bill 393 in 2013 expanded the rights of children in foster care, and Assembly Bill 341 in 2015 established robust dyslexia screening protocols to help identify and support students who need assistance early in their educational journey.
I have worked to make our criminal justice system more compassionate and effective.
In 2023, Senate Bill 155 created a therapeutic diversion court for people experiencing homelessness, which allows unhoused people who engage in appropriate mental health and substance-use treatment to have their criminal cases dismissed. This approach recognizes that treatment and thoughtful support often produce better outcomes than punishment.
Protecting workers and tenants has been another important focus during my time in the legislature.
Senate Bill 293 in 2021 prohibited employers from seeking or relying upon an applicant’s salary history, helping reduce wage disparities and promote fair pay. Also in 2023, Senate Bill 381 strengthened tenant protections by preventing landlords from imposing certain maintenance and repair costs on renters that should be the responsibility of property owners.
As Chair of the Senate Legislative Operations and Elections Committee, I have worked to strengthen voting rights and improve access to the ballot box.
My Senate Bill 327 in 2023 requires polling places and ballot drop boxes within the boundaries of Indian reservations, helping to ensure that Native American communities have meaningful access to voting.
Public safety is important to me.
In 2019, my Senate Bill 143 strengthened Nevada’s background check requirements for firearm sales and transfers, helping keep guns out of the hands of prohibited individuals while promoting responsible gun ownership.
I have been a strong advocate for preserving Southern Nevada’s natural treasures.
Through Senate Joint Resolution 10 in 2021 and Senate Joint Resolution 8 in 2025, I urged federal protection for Sunrise Mountain, Frenchman Mountain, Rainbow Gardens, and surrounding public lands so that future generations can continue to enjoy these remarkable landscapes. These areas are part of Nevada’s unique natural heritage and deserve lasting protection.
I have worked to address quality-of-life concerns in my district.
Assembly Bill 364 in 2017 required collaboration among the Nevada Department of Transportation, Clark County, and local governments to study and develop solutions to longstanding traffic challenges on the east side of the Las Vegas Valley.
While these bills address different issues, they reflect my consistent commitment.
My time in the legislature has always been focused on supporting Nevada families, protecting vulnerable people, expanding opportunity, and ensuring that our state remains a place where everyone has the chance to thrive. I have been recognized for my work by a variety of organizations, including the Grant a Gift Autism Foundation, Nevada Press Association, Nevada Justice Association, Battle Born Progress, and the Nevada ACLU. I am grateful for their recognition as well as for the opportunity to serve my community, which has made these accomplishments possible.
